How to Get Your Learner Permit in Ireland

Everything you need to know about applying for your first learner permit — step by step.

Before You Apply

To drive on Irish roads as a learner, you need a learner permit issued by the National Driver Licence Service (NDLS). Before you can apply, you must first pass the Driver Theory Test.

Key requirement: You must pass your theory test before you can apply for a learner permit. The theory test certificate is valid for 2 years.

Step 1: Pass the Driver Theory Test

The theory test covers rules of the road, road signs, and safe driving practices. You need to score at least 35 out of 40 to pass. Book your test at theorytest.ie.

The test costs €45 and can be taken at test centres throughout Ireland.

Step 2: Get Your Documents Ready

You will need the following when applying at an NDLS centre:

  • Proof of identity — Passport or Irish Public Services Card
  • Proof of address — Utility bill, bank statement, or Revenue correspondence (dated within the last 6 months)
  • Theory test certificate — Your pass certificate number
  • PPSN — Your Personal Public Service Number
  • Eyesight report — A report from an optician or doctor (Form D502, valid for 1 month)
  • Passport-style photograph — If you don't have a Public Services Card with photo
Tip: If you have a Public Services Card with your photo and signature, you won't need a separate photo or proof of address. This makes the process much faster.

Step 3: Book an NDLS Appointment

You must visit an NDLS centre in person. Book your appointment online at ndls.ie. Walk-ins are accepted but appointments are strongly recommended as wait times can be long.

Step 4: Attend the NDLS Centre

At the NDLS centre, you will:

  • Present all your documents
  • Have your photo taken (if needed)
  • Provide your signature digitally
  • Pay the learner permit fee

Fees

  • First learner permit: €35
  • Renewal: €35
  • Theory test: €45

Step 5: Receive Your Permit

Your learner permit will be posted to you within 5-10 working days. It is a credit-card-sized plastic card with your photo and the categories you are permitted to drive.

Important: As a learner driver, you must be accompanied by a qualified driver (someone who has held a full licence for at least 2 years in the same category) at all times. You must also display L-plates on the front and rear of the vehicle.

After You Get Your Permit

Once you have your learner permit, the next steps are:

  • Start your EDT lessons — You need 12 Essential Driver Training lessons with an RSA-approved instructor
  • Practice driving — Build up experience with a qualified accompanying driver
  • Apply for your driving test — You can apply after holding your learner permit for at least 6 months
